Summary: Mandatory database check

Initial Comment:
Currently, if you run a refdb client in batch mode and
attempt to an existing database which is not a RefDB
reference database, you're left cluesless with strange
error messages. refdbd has a builtin check for RefDB
reference databases, but this is currently only invoked
if you use the selectdb command in interactive mode.

1) we could force the check whenever refdbc runs in
batch mode
2) we could run the check by default and add a switch
for experienced users who want to bypass the check to
gain some speed

Current RefDB versions return the message "could not open reference
database" if you try to connect to a nonexistent or a non-RefDB reference
database. This, along with the database engine error message in the refdbd
log should give enough of a clue.
